Maryland's Medicaid Managed Care Program is known as HealthChoice. The HealthChoice Program provides health care to most Medical Assistance recipients, all other recipients receive care through the state's fee-for-service (FFS) program. Medicaid recipients who participate in the HealthChoice program are required to enroll in a Managed Care Organization (MCO) of their choice.
AMERIGROUP's members consist of eligible medical assistance recipients who come from three different state medical assistance programs:
- Medicaid: The Medicaid Program covers persons who fall into certain “categories” such as low-income children, pregnant women, the elderly and those with disabilities. People who receive money through Supplemental Security Income (SSI) or Temporary Cash Assistance Program (TCA) automatically receive Medicaid. In addition, persons may qualify for Medicaid because of high medical expenses, commonly hospital or nursing home care. About 75% of Medicaid recipients are required to enroll in the HealthChoice program.
- Maryland Children's Health Program (MCHP): The Maryland Children’s Health Program (MCHP) gives full health benefits for children up to age 19, and pregnant women of any age who meet the income guidelines. All MCHP recipients are required to enroll in the HealthChoice program.
- Maryland Children's Health Program Premium (MCHP Premium): The Maryland Children's Health Program Premium (MCHP Premium) covers children under 19 years old whose family income is between 200 and 300% of the federal poverty level and who are not eligible for Medicaid or MCHP. MCHP recipients are required to pay a premium to the Department of Health and Mental Hygiene (DHMH) and are covered either through an employer sponsored health plan (ESI) if one is available or through HealthChoice. If no ESI is available, MCHP Premium recipients are required to enroll in the HealthChoice program.
Despite the fact that HealthChoice enrollees come from three difference state medical assistance programs, once they are enrolled, they all receive the same benefit plans (e.g. MCHP members receive the same benefits as Medicaid members). Therefore, in Maryland, as far as AMERIGROUP is concerned, all of our members are identical in terms of their covered benefits.
